The proposal appears to be RES4 rather than a mixed-use development that meets the purpose and intent of the MPD zoning category. In addition, the location of the open space does not satisfy the purpose and intent of Master Planned Districts (MPDs); does not provide a creative arrangement of land uses allowing safe and efficient mobility; does not include an appropriate focal point that creates character and identity; does not achieve pedestrian scale via a clearly defined and integrated pathway system across two roadways and does not encourage the creation of new employment opportunities.
