Staff Recommendation:
Non-supportive due to the intensity of the proposed use, which is in conflict with the Comprehensive Plan's character area goal of locating medium-intensity residential development along major roads. The proposed use is incompatible with the surrounding residential subdivisions. The non-residential design guidelines recommend commercial uses outside of nodes be located adjacent to major intersections. Staff was non-supportive of the previous request in 2013 also due to the intensity of use; the current request is for a 61% increase in the building square footage and a 91% increase in the number of units. Lastly, there is a lack of protection for existing trees to meet tree ordinance requirements.
